The award was established by the 1987 Championship Team to honor Coach Witmer's 34-year service to Ephrata Student atheltes. Each year it is awarded to a senior football player.

The scholarship is awarded to a player that was selected by his teammates. The team selects the teammate they feel most represents the characteristics appreciated by Coach Witmer - DEDICATION, COMMITMENT, INTEGRITY, and HONOR. The selected recipient receives a one-time award of $1,000 to be applied for higher education.
